Yes, Jaffna and the Northern Province are completely safe and welcoming for foreign tourists, and since the civil war ended in 2009, there has been extensive redevelopment; that part feels true in practice. The place now gives a secure, culturally rich experience that feels different from the rest of the island, in a real way.

The military checkpoints, which were once fairly common, have largely been removed, and travel restrictions have been entirely lifted, which helps a lot. The local Tamil community is also famous for incredible hospitality. Visitors can wander through Jaffna Fort, visit Nallur Kandaswamy Temple, and even move out towards the nearby islands without major safety concerns. Infrastructure might be a bit less developed than the southern coast, yet the region remains peaceful and very worthwhile for intrepid travellers.
