Can I access the Colombo Airport lounge on arrival?

Mainstream premium lounges at Colombo Airport are, in practice, found only in the departure and transit areas, so when you finish your arrival process, you cannot access them. After you pass immigration, you have to go to baggage claim, then exit.

That said, if you have a connecting flight and you stay inside the transit zone, you can get into the lounges. For arrivals who just need a quiet place to rest right away, there aren’t any arrival lounges, but the Serenediva Transit Hotel still provides rooms inside the terminal.
