Are Sri Lankan private drivers English-speaking?

Most private drivers who work with tourists in Sri Lanka speak English quite proficiently.

The Sri Lanka Tourism Development Authority (SLTDA) often certifies these tourist drivers, so there is a minimum level of English communication skills. Even though the fluency varies from person to person, many can comfortably talk about routes, local life and history. If you need a driver fluent in another language, say German, French or Russian, it is usually possible to request this through reputable agencies, with prior notice.
