Does the tour package cost cover tolls and driver gratuities?
Tour packages usually include the highway tolls and the normal vehicle parking fees, but they do not cover driver gratuities. Paying your chauffeur-guide at the very end of the ride is discretionary, but in Sri Lankan tourism culture, it is still highly expected.
Agencies take care of the transportation side, basically the logistical burden of the road, so the traveller can move through a more cashless, low-friction journey. Still, the common industry practice is to tip a strong driver-guide around $10 to $20 USD per day, as a gesture that matches their two roles: your personal navigator and a cultural ambassador.
